In line with the 9th anniversary of the South China Sea Arbitration at the Permanent Court in the Hague on 12 July 2016, the NHCP presents the 1983 seal of the Philippine Coast Guard (PCG), the primary agency tasked with enforcing the law within Philippine waters.
The seal features the orange life ring (or salva vida in Filipino and Spanish, referring to life-saving equipment) which stands for safety of life and property at sea. Orange is the internationally accepted color of safety owing to its high reflective quality. The blue triangle with three stars symbolizes the unity of the three island groups in the country: Luzon, Visayas and Mindanao. The anchor represents the Philippine Navy, the former mother agency of the PCG, from which it was separated in 1998 by virtue of Executive No. 477. The PCG has since been attached to the Department of Transportation, thereby transforming it into a more felxible, non-military organization. Lastly, the natural dolphin* stands for wisdom and friendship.
* Trivia: A distinction is made from the natural dolphin from its heraldic counterpart. The heraldic dolphin bears little resemblance from its real-life equivalent, and is more like a monstrous fish with usually high arched back and broad tail paddle. The heraldic beast, however, is air-breathing. The heraldic dolphin has been in use in heraldry from as early as the 13th century, such as in the coat of arms of the French city of Dunkirk and the former province of Dauphinรฉ.
